Warehouse Safety: The Complete UK Guide
Warehouse safety in the UK is governed by the Health and Safety at Work Act 1974, PUWER 1998, the Management of Health and Safety at Work Regulations 1999 and HSE guidance HSG76. This guide explains exactly what every operator, duty-holder and director needs to know to keep people safe and stay out of court.
Who is legally responsible for warehouse safety?
Under section 2 of the Health and Safety at Work Act 1974, every employer has a duty to ensure, so far as is reasonably practicable, the health, safety and welfare of all employees. Section 3 extends that duty to anyone else affected — visitors, contractors and the public.
Section 37 makes individual directors and senior managers personally liable where a breach was committed with their consent, connivance, or attributable to their neglect. HSE routinely prosecutes named directors, not just companies.
The three-tier inspection model (HSG76 + EN 15635)
Immediate reporting: every operative must report any damage or impact to the PRRS as soon as it happens.
Weekly visual inspection by a trained Person Responsible for Racking Safety (PRRS) — recorded in writing.
Annual expert inspection by a SEMA Approved Racking Inspector (SARI) — this is the document HSE will ask to see.
Other duties that catch operators out
Load notices on every run of racking, signed by a competent person and matching the actual configuration in use.
MHE (forklift) operator licensing, daily pre-use checks and exclusion zones around pedestrians.
Floor condition and joint integrity — uneven slabs change the loading on baseplates and can trigger amber/red faults.
Documented method for after-impact inspections — racking that has been struck must be checked before being re-loaded.
Frequently asked
Is HSG76 a legal requirement?
No, HSG76 is HSE guidance — but following it is the simplest and most defensible way to demonstrate compliance with HSWA 1974 and PUWER 1998.
Can a director be jailed?
Yes. Under section 37 HSWA, individual directors can face unlimited fines and up to 2 years imprisonment for serious breaches.
Need a SEMA inspection?
Rackstor UK Ltd carries out SEMA approved, SARI accredited racking inspections nationwide — same-day quotations.
