Pallet Stacking Safety Guide
Most racking damage starts with how a load was built, not with the steel. A pallet that is overhanging, leaning, badly wrapped or sitting on a broken deck is harder to place, easier to catch on a beam, and far more likely to shed part of its load. This guide covers stacking pallets safely — on the floor and into racking — including stack heights, double-stacking and the duties behind both.
The duty behind safe stacking
HSE's guidance on warehousing and storage, HSG76, expects stored goods to be stacked so that they are stable and cannot fall, taking account of the load, the pallet, the floor and the way the stack is built and dismantled. That sits on top of the general duty in the Health and Safety at Work etc. Act 1974 to provide a safe place of work, and — once loads go into racking — the maintenance and inspection duties in PUWER 1998.
None of these set a number for stack height. They require a risk assessment and a safe system of work. Where a pallet, container or packaging supplier states a maximum stacking height or a maximum number of tiers, that stated limit is the figure to work to — see is a racking inspection a legal requirement for how the same logic applies to racking itself.
Stack height: how to set a safe limit
Work through these in order. The first one that gives you an answer is the one that governs.
- 1Use any stated limit. If the pallet, container, packaging or product supplier states a maximum stack height or number of tiers, that is your limit. Do not exceed it because a stack 'looks fine'.
- 2Check the bottom load can carry the weight above it. In a floor stack the packaging at the bottom is the structure. If it deforms at all under the second tier, the stack is already too high.
- 3Assess stability, not just strength. As a practical rule of thumb, a free-standing stack should not exceed roughly three times its smallest base dimension. This is guidance for the risk assessment, not a legal figure.
- 4Check the floor. Uneven, damaged, sloping or soft floors reduce safe height. So does an area where MHE turns or passes close to the stack.
- 5Check how it is worked. If retrieval requires reaching above shoulder height, climbing, or leaning into the stack, reduce the height or change the method.
- 6Write it down and mark it up. The agreed maximum height belongs in the risk assessment, in the induction, and signed on the wall or on the floor marking of each block-stacking area.
Double-stacking: when it works and when it does not
Double-stacking is attractive because it buys space without capital spend. The risk is that it puts the full weight of the upper pallet through the packaging of the lower one — packaging that was designed to protect a product, not to act as a column.
Reasonable to consider
- Rigid, uniform, fully cubed loads that fill the pallet footprint
- Sound pallets, in good condition, of the same type and size
- Loads wrapped or strapped to the pallet, square and level
- A supplier-stated stacking limit that permits it
- Level, sound floor, away from MHE turning areas
Do not double-stack
- Crushable packaging, or cartons already showing deformation
- Part-picked, mixed or unevenly built pallets
- Domed, leaning or overhanging loads
- Drums, sacks, IBCs and other non-uniform loads
- Damaged pallets, or different pallet sizes stacked together
- Anything where the wrap has been cut open for picking
Where the space is genuinely needed and the load cannot carry a second pallet, the answer is an engineered structure — racking, or pallet converters that transfer weight past the load rather than through it. Six rules for building a stable pallet
Start with the pallet, not the product
A stack is only as strong as the pallet at the bottom of it. Reject pallets with broken or missing deck boards, split or crushed bearers, protruding nails, or blocks that have sheared away. A damaged pallet in a floor stack has no bracing to help it — it simply collapses.
Build square, build flat
Loads should be built within the pallet footprint with no overhang, and as close to square and level as the product allows. Overhang is what catches on beams and on neighbouring loads during placement, and a domed or leaning load cannot support anything above it.
Heaviest at the bottom
Weight goes low. Heavier cases at the base, lighter above, and no single crushable case carrying a concentrated point load. This also keeps the centre of gravity low, which is what keeps the stack — and the forklift carrying it — stable.
Interlock and secure
Interlock case layers where the product allows, and secure the finished load with stretch wrap, strapping or banding that also ties the load to the pallet. A wrap that stops above the pallet deck lets the bottom layer walk off during handling.
Same size on same size
Never stack a smaller pallet base on a larger one, or mix pallet types within a stack. The upper pallet's bearers then land on unsupported spans of the load below instead of over the blocks that were designed to take the weight.
Never climb a stack
Stacks are not access equipment. If a load can only be reached by climbing, the stack is too high for the way it is being worked, and either the height or the method of work has to change.
Stacking into racking
Once loads go into racking, stacking practice and structural safety become the same subject. These are the points that most often show up as findings on an inspection:
- Never exceed the safe working load on the load notice — per level and per bay. If the beam configuration has been changed, the notice must be re-issued before the bay is reloaded.
- Place loads centrally in the bay, fully supported on both beams, with no overhang into the aisle or into the flue space behind.
- Lower loads onto the beams rather than dropping them, and withdraw the forks cleanly — snatching is a common cause of beam-connector and clip damage.
- Keep the heaviest pallets at the lower beam levels wherever the storage plan allows.
- Report any impact to the nominated PRRS immediately, however minor it looks, and isolate the bay until it has been assessed.
- Do not use damaged pallets in racking at all — a broken bearer can drop a load between the beams.

Empty pallets
Empty pallet stacks cause a disproportionate share of warehouse incidents. They are light enough to be treated casually, tall enough to topple, and combustible enough to matter to your fire risk assessment.
- Store them in a designated, marked area — not in aisles, not against racking, not in front of exits.
- Keep stack heights low enough to be built and broken down without climbing.
- Keep them clear of ignition sources, electrical intakes, heaters and battery-charging areas.
- Segregate damaged pallets for repair or disposal so they cannot re-enter circulation.
- Include the pallet area in the weekly housekeeping check.
Pallet stacking safety FAQs
How high can you safely stack pallets?
There is no single legal height figure in UK law. HSE guidance in HSG76 requires stacks to be stable and safe for the load, the pallet condition, the floor and the way the stack is built and taken down. In practice a safe height is set by risk assessment on each site, using the manufacturer's or supplier's stated limit where one exists, and a widely used practical rule of thumb is to keep a free-standing stack no higher than around three times the smallest base dimension. Where a stated limit exists, that limit governs — not a rule of thumb.
Is double-stacking pallets safe?
It can be, but only where the bottom load is designed to carry it. Double-stacking transfers the full weight of the upper pallet into the packaging of the lower one, so it is only safe with rigid, uniform, fully cubed loads on sound pallets. It is not safe with crushable packaging, mixed or part-picked pallets, drums, sacks, domed or overhanging loads, or damaged pallets. Where double-stacking is genuinely needed and the load cannot take it, the correct answer is racking or pallet converters, not a taller stack.
Should pallets be stacked on the floor or in racking?
Racking is the safer default for anything that needs to be stored above ground level, because the load is carried by an engineered structure rather than by the packaging underneath. Floor block-stacking is appropriate for uniform, robust, high-volume loads where turnover is fast. Once a floor stack has to go high, or holds mixed or fragile loads, racking is the safer option — and it brings its own duty to inspect.
How should empty pallets be stored?
In a designated area, away from racking runs, walkways, fire exits, electrical intakes and ignition sources, in stacks of a limited and consistent height that staff can handle without climbing. Empty pallet stacks are a significant fire load and toppling risk, and leaning them against racking or storing them in aisles is a common finding at inspection.
What are the main causes of pallet stacks collapsing?
Damaged or broken pallets, uneven or overhanging loads, stacking dissimilar pallet sizes on top of each other, part-picked pallets left in a stack, wrapping that has been cut open, stacking on an uneven or damaged floor, and forklift impact while placing or retrieving. Almost all of these are visible on a walk-round before they cause an incident.
Do stacking practices affect a racking inspection?
Directly. How loads are built and placed drives beam deflection, overhang, forklift impact rates and load-notice compliance — all of which are inspected.
